In an effort to enhance cross-border communication and strengthen economic ties, Ghana’s National Communications Authority (NCA), in collaboration with the Ministry of Communications and Digitalisation and key mobile network operators (MNOs), is working closely with stakeholders from The Gambia to implement the ECOWAS Free Roaming Initiative.
These discussions, taking place from November 19-21, 2024, aim to finalize a Memorandum of Understanding (MOU) that will establish the foundation for technical and regulatory preparations. The initiative is part of a broader strategy to lower telecom costs for citizens traveling between the two nations, paving the way for seamless connectivity and deeper regional integration.
The rollout of this program is expected to follow a phased approach, with the ECOWAS Roaming Regulations set to launch in the first half of 2025. Ghana’s active role in these negotiations demonstrates its commitment to advancing regional cooperation and consumer benefits in the telecommunications sector. Similar efforts have already enabled Ghanaians to enjoy affordable roaming services in neighboring countries such as Côte d’Ivoire, Togo, and Benin under existing bilateral arrangements.
Speaking on this collaboration, Professor Ezer Osei Yeboah-Boateng, Deputy Director General for Technical Operations at the NCA, reaffirmed Ghana’s dedication to enhancing regional connectivity. He described this partnership with The Gambia as a significant step toward making affordable telecom services more widely available across West Africa. His sentiments were echoed by Mr. Solo Sima, Deputy Director General of The Gambia’s Public Utilities Regulatory Authority (PURA), who highlighted the initiative’s potential to boost employment, facilitate business growth, and strengthen regional ties.
Once the MOU is signed, the next phase will focus on developing the necessary frameworks, ensuring that the vision of affordable roaming between Ghana and The Gambia becomes a reality by mid-2025. This groundbreaking collaboration sets a positive precedent for enhanced cooperation within the Economic Community of West African States (ECOWAS) region.
